After the installation of Masan Chang, the magistrate of Changwon assigned officials and guards to the tax office, and villages began to form around the seaboard, shaping the market (Masanjang). It is said that various seafood caught by fishermen, agricultural products, fabrics, and metalware were traded at Masanjang back then. After Masanpo opened as a port in 1899, foreign manufactured goods arrived, revitalizing the market and forming the basis supporting Masan's economy. Records in the 'Mangiyoram' state that Masanpo had as many as 130 inns (similar in function to the current Fisheries Cooperative), suggesting the old Masan fish market flourished greatly. Centered around the tax office, the fish market expanded along the Masan Port reclamation to its current location between Dongseo-dong Happo-ro and the coastal road near the Fisheries Cooperative.
