Residents including Lee Sam-yong, living in Yangdeok-dong adjacent to Palyongsan in Masanhwawon-gu, opened a spring in the Meondong Valley of Palyongsan in July 1987, attracting many local visitors. From March 1993, they began building stone pagodas while maintaining the hiking trails around the landslide-affected valleys. Lee Sam-yong, moved by the sorrow of divided families and wishing for the reunification of North and South Korea, carefully built each stone pagoda with sincerity, reportedly constructing about 1,000 pagodas. As the stone pagodas became known to citizens and grew into a popular tourist site, Changwon City developed the area around the pagodas into a park, installing various convenience facilities such as a stone pagoda park marker, pet waste bag dispenser, automatic insect repellent sprayer, and dust remover device.
